Each licence was matched on the regulator’s own register on the date shown. Unverified claims are listed under Regulation and legal entities.
Moneta Markets’ Seychelles, South African, UK and UAE licences match their regulators’ records; we could not check the Mauritius licence. International clients of monetamarkets.com sign up with Moneta Markets Ltd, a Saint Lucia company with no financial licence, which the site presents under the heading “We’re Regulated”. That company’s March 2026 agreement treats client payments for trading as not client money, excludes abnormal market conditions from its negative balance protection and names no independent dispute body, while the site tells clients their funds are segregated at an AA-rated bank and insured with Lloyd’s. The Seychelles company’s agreement gives retail clients negative balance protection but has no client money segregation terms, and its complaints go only to the regulator. No compensation scheme applies. Companies House names David Bily and Ling Jong Wang as controlling the UK company, whose parent is Moneta Markets Excellence Holdings Limited of the British Virgin Islands; who owns the companies that serve clients is not stated. Brazil’s CVM ordered Moneta Markets companies to stop offering services in Brazil in 2024, Consob ordered monetamarkets.com to stop serving Italians in 2021, when the site named Vantage Global Limited, and the brand is on Malaysia’s investor alert list.
The four licences we could check are current, with no suspension or restriction shown.
The withdrawal page gives the methods, processing within 1 to 3 business days, processing hours, the international wire fee and the conditions, and the key facts summary says Moneta Markets charges no deposit or withdrawal fees.
The Saint Lucia and Seychelles client agreements can be read without an account; we read the Saint Lucia agreement from an archived copy because the site refuses automated requests.
Every page of both sites carries a risk warning that clients may lose more than they invest, and none of the companies’ regulators requires the share of losing accounts.
Reduced the enforcement dimension by 10 points (moderate severity, 2.3 years before the review).
Reduced the enforcement dimension by 5 points (moderate severity, 4.8 years before the review, counted at half weight).
Reduced the enforcement dimension by 2 points (low severity, 2.8 years before the review).
Not met Under the heading “We’re Regulated” the international site says Moneta Markets operates under the regulations and standards of the SLIBC, Saint Lucia’s registry of international business companies, which registers companies and does not license brokers, and it calls itself a regulated broker to clients of the unlicensed Saint Lucia company. The FSA, FSCA, FCA and UAE licences it lists match the registers; we could not confirm the Mauritius licence.
Not met The Saint Lucia agreement puts client money in a segregated account only when the law requires it and says payments for orders, margin and deposits are not client money, and the Seychelles agreement contains no segregation terms and lets the company pass client money to third parties with consent. We could not read the South African or Mauritius terms.
Each dimension is scored from its criteria, then weighted. Dimensions without enough evidence are left out and the remaining weights are rescaled. Open a dimension to see every criterion, our rationale and the sources.
Whether the firm’s licences exist, are current and cover what it offers.
Client-facing entities appear on the regulator’s register 12345
We matched the Seychelles company on the FSA’s list, Moneta Markets (Pty) Ltd on the FSCA’s register (FSP 47490), Moneta Markets Capital Ltd on the FCA’s list and Moneta Global Financial Services on the UAE register. We could not check the Mauritius licence, and Moneta Markets Ltd of Saint Lucia, which runs monetamarkets.com, holds no licence we could find.
Permissions cover the services offered 1236
The FSA lists the Seychelles company as a securities dealer and the FSCA approves the South African company for advice and intermediary services in derivatives, but the Saint Lucia company that serves international clients through monetamarkets.com offers CFDs without a licence, and we could not see the Mauritius company’s permissions.
Regulatory claims on the website are accurate 1234567
Under the heading “We’re Regulated” the international site says Moneta Markets operates under the regulations and standards of the SLIBC, Saint Lucia’s registry of international business companies, which registers companies and does not license brokers, and it calls itself a regulated broker to clients of the unlicensed Saint Lucia company. The FSA, FSCA, FCA and UAE licences it lists match the registers; we could not confirm the Mauritius licence.
Clients can tell which regulated entity serves them 18910
The footer names seven companies and calls Moneta Markets a trading name of both the South African and the Saint Lucia companies without saying which clients each serves, the Mauritius company’s role is not stated, and monetamarkets.com does not mention the Seychelles company that runs monetamarkets.sc. The site’s notice and legal page do show that Moneta Markets Ltd operates the international site.
Criteria and their weighting are explained in the methodology.
Whether you can find out who owns and runs the firm.
Ultimate ownership can be identified 151112
Companies House registers David Bily and Ling Jong Wang as each holding more than a quarter of the UK company, whose accounts name Moneta Markets Excellence Holdings Limited (British Virgin Islands) as its parent, and David Bily sits on the board of the UAE company. We found nothing that names the owners of the Saint Lucia, Seychelles, South African or Mauritius companies that serve clients.
Group structure is explained 112
The site lists the companies, says Mmonexia provides payment services within the Moneta Markets organisational structure and that the UK company is a wholly owned subsidiary of Moneta Markets Excellence Holding Limited, but does not explain how the client-facing companies are owned or related.
Directors or senior managers are identified 13511
Companies House names the UK company’s directors and the UAE register names David Bily as board member and manager of the UAE company, with its compliance and promotion managers, but we found no management named for the Saint Lucia, Seychelles, South African or Mauritius companies.
Criteria and their weighting are explained in the methodology.
What protects client money if something goes wrong.
Client money segregation is disclosed 614
The Saint Lucia agreement puts client money in a segregated account only when the law requires it and says payments for orders, margin and deposits are not client money, and the Seychelles agreement contains no segregation terms and lets the company pass client money to third parties with consent. We could not read the South African or Mauritius terms.
Retail clients have negative balance protection 614
The Seychelles agreement limits retail clients’ losses to the funds in their account. The Saint Lucia agreement lets clients reset a negative balance caused by a market gap, but not in abnormal market conditions, exceptional volatility or force majeure.
Criteria and their weighting are explained in the methodology.
Regulator warnings, enforcement actions and final legal findings on record.
Starts at 100 and loses points for each substantiated adverse finding by severity and age. Allegations, complaints and clone warnings never count. Total deducted: 17 points.
Listed on the Securities Commission Malaysia Investor Alert List 21
1 Jan 2024. Reduced the enforcement dimension by 2 points (low severity, 2.8 years before the review).
Criteria and their weighting are explained in the methodology.
How the firm handles complaints, and what independent records show.
A complaints procedure is published 691723
The Seychelles company publishes a complaints policy with response times of two business days for acknowledgement and 21 for a reply. For the Saint Lucia company the key facts summary points to a complaints policy on the website that the legal page does not list, and the agreement’s dispute clause refers to a missing document.
Independent complaint outcomes show no adverse pattern 22
We found no published ombudsman or dispute-body decisions about the Moneta Markets companies that serve clients.
Criteria and their weighting are explained in the methodology.
Whether costs, execution and risks are disclosed before you sign up.
Costs are disclosed before account opening 614171824
Moneta Markets publishes minimum and average spreads, commissions, share CFD fees and withdrawal fees, and the Saint Lucia agreement charges no conversion fee, but we found no swap rates, and the Seychelles conversion mark-up is left to a schedule we did not find.
An order execution policy is published 2526
Both execution policies explain the execution factors and a conflicts policy is published, but neither names the liquidity providers or venues, and the Saint Lucia policy says one liquidity provider shares shareholders with Moneta Markets without naming it.
Leverage and margin terms are disclosed 6101827
The international site gives maximum leverage by asset class, up to 1000:1, and the Saint Lucia agreement a 50% margin call and 20% stop-out. The Seychelles site gives up to 500:1 on one page and 1000:1 on another, with a 50% stop-out and no margin call level, and we found nothing for the South African or Mauritius companies.
Criteria and their weighting are explained in the methodology.
Whether public claims hold up and the firm communicates openly.
Marketing claims are accurate and attributable 168152829
The international site presents a Saint Lucia company registration under the heading “We’re Regulated”, and tells clients their funds are segregated at an AA-rated bank and insured by Lloyd’s for up to USD 1 million, while the Saint Lucia agreement says payments for trading are not client money and the regulation page describes the insurance as professional indemnity cover. It also claims more than 10 years in the industry and USD 200 billion of monthly volume without a source; its awards are attributed to named organisers.
An address and working contact channels are published 123830
Moneta Markets publishes emails, telephone numbers and addresses for most companies, and the Seychelles address and South African footer address match the FSA and FSCA registers, but the international site gives no address for the Saint Lucia company it is run by, and its regulation page gives the South African company a different name and address in Rosebank.
Material changes are communicated 61014
Documents are versioned and the Seychelles agreement gives 30 days’ or two months’ notice of unfavourable changes, but Saint Lucia changes bind clients 10 days after notice or on their next order, and the Seychelles notices page was last updated in February 2023.
Criteria and their weighting are explained in the methodology.

Version 2.0 of the agreement of Moneta Markets Ltd, formed in the Seychelles under the Companies Act 1972. Retail clients have negative balance protection: their liability is limited to the funds in the trading account. The agreement contains no client money segregation terms, and with the client’s consent the company may pass money or securities to third parties to meet its own obligations. Clients pay interest on a negative free equity and a currency conversion mark-up set in a schedule. Changes not in the client’s favour need 30 days’ notice (two months for private clients), and the FSA is told beforehand. Complaints are acknowledged within two business days and answered within 21, extendable to 90; clients may then go to the FSA.
